With reference to condition 4

The conditions named are as follows:

:

The tanks should be underground 'tenks' and should be constructed in accordance with the enclosed extract from the Explanatory Memorandum of e proposed Inflammable Liquids Bill. The tank top however, in- stead of being 9 inches thick should be of 8 feet thick concrete supported at minimum distances of 10

feet.

*2.

A smell dock should be constructed near the tanks in which tank ships would lie the object of this being to confine the oil escaping from a tank ship that has been struck by a shell, so es to prevent

its spreading over the harbour.

The extract from the Explanatory Memorandum

mentioned above is as follows:

"Underground Tank"

*A tenk shell be deemed to be an under- ground tank which is wholly sunk in and surrounded by solid rock or earth, and the top of which is protected by a substantial covering of not less than nine in- ches of solid earth send or concrete.

There must be

no opening in such top or covering other than such manholes pipes pumps or such other connections as may

be necessary.
